Vicente LLP Opens New Oregon Office and Welcomes Five Leading Cannabis and Psychedelics Attorneys

Vicente LLP is expanding its presence in the Pacific Northwest with the launch of a new office in Portland, Oregon. We’re also thrilled to welcome five Oregon-based attorneys from Emerge Law Group who will be joining the firm as counsel: Dave Kopilak, Sean Clancy, Alex J. Berger, Kaci Hohmann, and Adam Gamboa.
For more than a decade, Emerge Law Group has been at the forefront of Oregon’s cannabis and psychedelics movements. Its attorneys were instrumental in drafting Ballot Measure 91, which legalized adult-use cannabis and Measure 109, the Oregon Psilocybin Services Act, which established the nation’s first regulated psilocybin services program.
The firm’s regional growth and collaboration with Emerge’s seasoned attorneys allow Vicente LLP to support clients operating in regulated markets across both Oregon and Washington with cannabis licensing, psilocybin services regulation, hemp-derived cannabinoid oversight, corporate and commercial transactions, and land-use and zoning matters.

Dave Kopilak — Corporate & Legislative Counsel; Primary Drafter of Measures 91 and 109
Dave Kopilak brings unmatched legislative and corporate experience, assisting clients with business structuring, entity formation, mergers and acquisitions, corporate securities, equity incentive plans, and all types of commercial contracts.
He is best known as the primary drafter of Oregon’s adult-use cannabis law approved by voters in 2014 and the Oregon Psilocybin Services Act approved by voters in 2020.

Sean Clancy — Intellectual Property & Business Strategy for Innovators & Regulated Industries
Sean Clancy brings an extensive track record of delivering practical, goal-oriented legal solutions for clients in state-licensed cannabis, psychedelics, consumer products, food & beverages, professional services, healthcare, technology, and media industries. He was also a member of the drafting team for Oregon’s Psilocybin Services Act.
Before joining Vicente LLP, he spent four years as a partner at Emerge Law Group.
Alex J. Berger — Regulatory Counsel for Cannabis, Hemp & Psilocybin Businesses
Alex J. Berger is a regulatory attorney who serves cannabis operators, hemp-derived CBD/THC businesses, and companies participating in state-legal psychedelics programs. His practice spans state and federal compliance, licensing, investigations, food and drug considerations, and land-use issues affecting regulated industries.
Alex advises cultivators, processors, wholesalers, dispensaries, equipment suppliers, and other ancillary businesses, including family-owned operations and multistate and multinational companies. He has also participated in numerous state rule advisory committees and contributed to national policy discussions, including submitting industry comments to the FDA on cannabis-derived compounds.
Kaci Hohmann — Corporate Counsel & Psychedelics Regulatory Professional
Kaci Hohmann is licensed in Oregon, Colorado, and New Jersey and brings extensive experience working on a variety of corporate matters, including matters involving corporate formation, corporate governance, debt and equity financing transactions, mergers and acquisitions, restructurings, and other corporate legal issues.
She was part of the drafting team for the Oregon Psilocybin Services Act and previously served as chair of the Oregon State Bar’s (OSB) Cannabis and Psychedelics Law Section (CPLS) and chair of the Psychedelics Subcommittee of the CPLS.

Adam Gamboa — Litigation Counsel for Commercial & Professional Disputes
Adam Gamboa is a litigator with two decades of experience representing businesses and individuals in commercial disputes, injury matters, and professional malpractice claims. His work includes managing and resolving conflicts involving commercial contracts, business and management disagreements, lease disputes, and negligence claims.
Adam is an experienced trial attorney who evaluates the strengths and weaknesses of each case to help clients pursue strategic, cost-effective outcomes.
