Maryland Cannabis Laws
In 2014, legislation was passed to establish a regulated medical cannabis program in Maryland. Sales under the regulated medical cannabis program did not commence until 2017.
In 2022, Maryland voters overwhelmingly approved Question 4, making it the 20th state to legalize cannabis for adult use. Lawmakers then moved quickly to enact legislation that made adult-use sales in Maryland a reality by July 1, 2023. The state is currently going through licensing rounds, with the first social equity license lottery winners being selected in March 2024. Legislation and rulemaking that impacts the industry continues and additional licensing rounds are planned.
