Dave Kopilak is a partner in our Oregon office, with over 30 years of experience practicing business law. He was the co-founder of Emerge Law Group in 2013, which combined with Vicente LLP in December 2025. Dave was the primary drafter of both Ballot Measure 91 (2014), which legalized adult use cannabis in Oregon, and Ballot Measure 109 (2020), which legalized psilocybin services in Oregon. Dave represents many clients in the cannabis and psychedelic industries. He is licensed to practice law in Oregon and Washington.
