Cannabis Microbusiness Licensing Opportunities in Missouri

The Missouri Division of Cannabis Regulation released microbusiness application instructions and a sample application form for the upcoming licensing round ahead of schedule!

Missouri Cannabis Microbusiness License Details 

Applications for a total of 48 microbusiness licenses will be accepted from July 27 through August 10, with licenses issued in the first week of October 2023.  

During this application round, six microbusiness licenses will be available in each of Missouri’s eight congressional districts. Of each six, two will be microbusiness dispensaries, and four will be microbusiness wholesale facilities that combine both cultivation and processing operations.  

Interested applicants may only apply for one license type, and the application fee is $1500. Applicants must provide details on all entities and individuals with ownership interest greater than 10%, as well as an address and floor plans for their proposed facility as part of the application.  

Winning license applications will be selected from qualified applicants via a random drawing conducted by the Missouri Lottery without reference to the identity of any applicant individuals or entities. 

Qualifying for a Missouri Microbusiness License 

To qualify for a microbusiness license, applicants must be majority owned by individuals that qualify for at least one of Missouri’s unique eligibility requirements, which provide representation for those living in poverty or residing in an economically or academically disadvantaged area, disabled veterans as designated by the Department of Veteran Affairs, and individuals who have been prosecuted for non-violent marijuana-related offenses. The Division has released preliminary guidance from the Division regarding social equity eligibility requirements, along with an overview of required documentation to prove social equity status and tools for confirming eligibility.
