With a special legislative session beginning on July 21, 2025, Texas has an opportunity to expand on its existing regulatory framework to better balance consumer safety with a business-friendly approach. In this blog post, we discuss the key details of the SB 3 veto, Governor Abbott’s proposed policy objectives and the political challenges ahead. Months of legislative turmoil in the Lone Star State have left the Texas hemp industry in limbo, uncertain whether it will survive until the end of the year. Thanks to an 11th hour veto of Texas Senate Bill 3, the state’s hemp industry remains alive and well – at least for now.

New Jersey is the latest state to regulate “intoxicating hemp products,” with an immediate ban on the sale of products with any detectable amount of THC to individuals under 21 years of age and only allows such products to be sold in state-licensed cannabis businesses. The new law will permit liquor stores licensed by the Cannabis Regulatory Commission to sell intoxicating hemp beverages once those regulations are adopted.
